FS#38 - Implement NVIDIA HVEC Transcoding

Implement the GPU Transcoding Option for Livestreams.
I use XACCEL-CODEC for Transcoding….but i think we need the implementation of GPU Transcoding, so we only have one Panel which can do it all.
